The National Cyber Security Center (NCSC) Model

1. National Threat Intelligence Hub

Function as the primary hub for collecting, analyzing, and disseminating actionable Cyber Threat Intelligence (CTI) from domestic and international partners to all members. This ensures that defensive efforts are proactive and based on a unified view of the threat landscape.

2. Coordinated Incident Response (CSIRT Model)

Develop and manage the national framework for responding to significant cyber incidents. The center acts as the primary coordinator, often fulfilling the role of a top-tier CSIRT (Computer Security Incident Response Team), coordinating actions between government, industry, and law enforcement during a crisis.

3. Public-Private Partnership Gateway

Serve as the principal interface for collaboration between government agencies and private sector entities. This partnership is essential because the majority of Critical Infrastructure is privately owned, requiring strong trust and bi-directional communication to foster effective national resilience.

4. Capacity Building & Workforce Development

Lead national efforts in cybersecurity education, Cyber Workforce Development, and public awareness. This strategic pillar includes creating national standards, running professional certification programs, and delivering public Cyber Hygiene campaigns to raise baseline resilience.

5. SME & Critical Infrastructure Support

Provide tailored resources, best-practice guides, threat alerts, and direct technical support services to vulnerable sectors. Focused support is necessary for Small-to-Medium Enterprises (SMEs) due to their resource limitations, and for Critical Infrastructure operators due to their vital nature as national targets.
